Chair: Luke Breit
Luke Breit is the former press secretary to Assembly Speaker Bob Hertzberg and Deputy Director of the Assembly Democratic Caucus under Speakers Cruz Bustamante, Antonio Villaraigosa and Bob Hertzberg. Prior to that, he was Campaign Director of the California League of Conservation Voters, Deputy Director of Californians Against Waste and Speechwriter and Environmental & Energy Consultant to Assembly Speaker Willie Lewis Brown, Jr. He is also a widely published poet and novelist and is the President of Breit Strategies, a campaign consulting and legislative affairs firm for Democrats and Democratic issues. This is his fourth term as Caucus Chair.






Vice Chair: Hon. Fred Keeley
From 1996 until the end of 2002, Fred Keeley served the people of the Monterey Bay area as a member of the California State Assembly. He was appointed by three Speakers of the Assembly to serve as Speaker pro Tempore, the highest ranking member of the Speaker's leadership team. During his three terms in the Assembly, Fred authored the two largest park and environmental bonds in the nation's history, and authored a major rewriting of the state's ocean management law, the Marine Life Management Act. Fred was designated by the Speaker to head the Assembly's investigation into the activities of then
  • Insurance Commissioner Chuck Quackenbush. He was also designated as the Speaker's policy lead concerning the energy crisis. Prior to his service in the Assembly, Fred served two four
  • year terms on the Santa Cruz County Board of Supervisors. He is currently a Trustee of the PCL Foundation, a member of the Board of Directors of the California League of Conservation Voters, and a member of the Board of Directors of Planned Parenthood Advocates of California and Nevada. Fred resides in Santa Cruz, California, where he serves as Treasurer

    Chair Emeritus: Rachel Binah
    Rachel Binah lives in Mendocino County and is in her fourth term as a DNC member representing California. She has served on the State & County Central Committees for the past 20 years and was a founding member of the Mendocino Coast Democratic Club. For many years, Rachel was the Chair of the Environmental Caucus of the California Democratic Party and serves as Environmental Plank Chair of the State Platform Committee. she also has served on the Resolutions Committee. Rachel got involved in politics, primarily, to prevent new off shore oil development along our coast.
